ISO 9001:2026 DIS – Clause 6: Planning

Opportunities and Change Management take Center Stage

Key Updates on Planning, Risks, Opportunities, and Change Management

Clause 6 of ISO 9001:2026 DIS focuses on Planning. While many elements remain similar to ISO 9001:2015, several changes are significant and worth noting for companies updating their QMS.

6.1 Actions to Address Risks and Opportunities

ISO 9001:2026 DIS introduces subtle but important adjustments:

  • For example, the 6.1.1.b requirement to enhance desirable effects and 6.2.1.d regarding the relevancy of objectives were moved down without modifications. The content remains the same, but the order is clarified.
  • The term continual improvement is reinforced, consistent with Clause 5, emphasizing ongoing improvement rather than one-time actions.
  • Opportunities are now a distinct subclause (6.1.3), separate from risks (6.1.2). This ensures organizations must explicitly plan for opportunities rather than hiding behind risk management. Notes have also been repurposed to provide examples that support this new subclause.

6.2 Quality Objectives and Planning to Achieve Them

ISO 9001:2026 DIS clarifies the planning of quality objectives:

  • Quality objectives must now be established at the process level, in addition to functions and levels. Organizations using process-oriented QMS software, like Web QMS, will find this aligns with existing best practices.
  • The requirement to maintain documented information has been restructured as a new bullet, making it easier to implement and audit.

6.3 Planning of Changes

ISO 9001:2026 DIS strengthens change management expectations:

  • The title change from “Change” to “Changes” clarifies that the clause applies broadly to all organizational changes.
  • Organizations must now explicitly monitor and evaluate the effectiveness of changes, communicate changes, and review results. This is a significant improvement for companies practicing effective management of change.

Key Takeaways

Clause 6 introduces clearer separation of risks and opportunities, stronger expectations around change management, and better alignment with the process approach.

  • Opportunities are now a distinct subclause, forcing explicit planning.
  • Quality objectives must be established at the process level.
  • Change management requirements are strengthened: monitoring, communication, and review are mandatory.
  • Overall, Clause 6 promotes continual improvement and better process alignment.
